Background
- Incomplete data on the country’s citizens due to unavailability of identification documents and illiteracy with several population groups
Scope
- Building the population register of Angola citizens based on the database containing their biometric identifiers (fingerprints)
- Project coverage - over 7.5 million people
Implementation
- Division of the country into over 2 thousand enumeration areas, about 2,000 people in each
- Splitting Angolans into 20 subsets managed by sex and age factors
- Enrollment involves the scanning of 3 fingerprints and input of other demographic information
- Primary processing of the enrolled fingerprints and other demographic information obtained by the enumerators
- Transmittal of the collected data to a central computing centre, where the population register database is being created
- Embedding 3,200 U-Match biometric scanners into mobile enumeration stations
Outcome
- Compliance with internationally accepted ISO standards: ISO/IEC 19794-2, specifying the data format for digital representation of fingerprints, and ISO/IEC 19794-4, defining the interchange format of finger image data.
- Increased efficiency of enrollment and identification procedures
- International acceptance of biometrics for the population register
- Biometric identification of enumerators to protect citizens’ personal information and prevent possible misuses while enrolling and processing it
